The major highlight of this is that shorts creators will be paid even if they are not eligible as per the Youtube partner program. So, anyone can earn with any short they create. Only thing is that it should be original work.

For this Youtube has made a campaign called $100 Million Short Fund in which $100 million will be distributed among eligible creators throughout 2021 and 2022. Eligible shorts can earn from100 USD to 10000 USD every month according to Monthly short video views and the location of its audience. Only those channels that have uploaded at least one original short in the last 180 days are eligible to get paid.

Once you are eligible to get paid for this any month, Youtube will send you an email to claim the payment and Once you claim it your payment will be issued through Google Adsense. You should have an approved Google AdSense account to receive payment.
